About Me A graduate of Castle Park High School was born in Tijuana, B.C. Mexico and raised in San Diego and Chula Vista. After graduating from the University of Arizona, he enlisted in the Marine Corps in 1982 and earned a commission as an Officer in the U.S. Navy. Jose has been awarded a master’s in education from Johnson & Wales and a Master of Arts degree in National Security and Strategic Studies from the Naval War College. After a successful 40-year career that included sea duty on numerous Naval Ships and worldwide postings from Iraq, Germany, Japan, and the continental United States overseeing small and large enterprise-scale operational command and control networks, Jose retired from the Naval Service. He was appointed Director of Information Technology Services for the City of Chula Vista on June 17, 2022.
